Update on Prescott RoadPosted on Nov 02, 2017
At the March 2017 town meeting the town voted to approve the reconstruction of Prescott Road. During the meeting the scope of the project was changed to eliminate the cutting of the trees on the easterly side of Prescott Road and the road was voted to be reclassified as scenic.
The scope now included reconstructing the intersection at North Road to a “T” from a “Y”, replace the north and south culverts in their existing locations, and reclaim the road from North Road to Middle Road. In order to comply with these changes, the town had to apply for amendments to the driveway permit from NH Department of Transportation (DOT) and an amendment for the north culvert from NH Department of Environmental Services (DES).
We were notified on September 6th from DOT that an amendment would not be required but an as-built plan would need to be supplied after the project is completed for the reconstruction of the intersection. As they deemed the changed to the scope of the project as relatively minor. We have yet to receive the approved amendment from DES but do expect that within a week.
Eversource moved all the electrical wires and the Seabrook Siren was relocated in June. Comcast completed their portion on 10/17. Fairpoint will be the last to move wires and that should be completed in 10-14 days.
We are anticipating that by the end of the month, this project will be “shovel ready”. With the push against time and weather, and cost at the recommendation of our contractor, we will be postponing any construction until the end of June 2018. The road will be closed from the end of school through August. Bell and Flynn has agreed to maintain the 2017 contract price for the 2018 construction season, with the exception of asphalt (that is a variable cost and cannot be locked in).
